This document contains the specification of the Hospital Availability Management System (HAMS) to be later implemented in continuation of the cyber-physical research that SAFECARE is undertaking. The document contains a state-of-the-art analysis of similar HAMS services, the EDXL standards for emergency management and the specification for the HAMS module that SAFECARE will deploy.
